JOB PURPOSE
The Security Supervisor at the station shall be responsible for all security matters/issues and work as the nodal point of contact at the station:
The position of Security Supervisor is a mandatory regulatory requirement by the Appropriate Authority on Security namely the Bureau of Civil Aviation Security in India. The requirement of a Security Supervisor is a regulatory requirement stated in the Aviation Security Order 5 of 2009 and Section 4.3.8(c) of the National Civil Aviation Security Programme of India.
The Security Supervisor is required to work shift duties based on operational requirements.
JOB ACCOUNTABILITIES :
1. Manage/Supervise the implementation of current Aviation Security policies and procedures to meet Emirates and local requirements (India).
Liaising, dealing, and coordinating with DGCA, BCAS, Airport Operators, AOC, Immigration, Customs, Contracted Security agency at the station, and other relevant authorities at the station on security matters.
Carry out instructions & directives as communicated by Security Controller India / EGS – HQ.
0. Dissemination of security standards, regulations, measures, and procedures to various departments at the station as directed by the Security Controller – India / EGS HQ. Ensure implementation of security measures, procedures, guidelines, standards, and policies as prescribed in the Emirates Airlines Security Programme- India Supplement as well as Emirates AOSP.
0. To report immediately, with complete and all details, to the Security Controller – India & EGS HQ regarding all unlawful or potentially unlawful interference against/towards the aircraft, operations, passengers, staff, station, and any other issue/matter for the benefit of the company. To monitor and report nefarious/malafide activities involving, but not limited to staff, staff of GHA, and cargo agents/shippers.
0. To investigate cases and to provide findings with a detailed report to Security Controller – India & EGS HQ.
0. Ensure that all cargo is screened by security service providers and take a record of all general/ express cargo, and valuable cargo/shipments. To monitor, control and report any nefarious activities or untoward incidents committed or being committed at the cargo terminal and other areas of the airport.
0. To maintain vigil and ensure complete safety and security of aircraft, and cargo at the airport. Supervise and conduct surveillance of all areas, but not limited to Check-in counters / BMA / BBA / Aircraft/ Boarding gate / Catering / Cargo screening/holding area, especially during the flight, from a security standard compliance perspective.
0. Maintain effective coordination and monitoring of all security services provided by contracted security agencies at the station ensuring deployment as per SLA. Cross-verification of invoices against the deployment of manpower and services as per current contracts.
0. Prepare / Maintain & Submit Daily flight reports / Incident reports / Investigation Reports / Roster / Leave Records / Monthly Station Reports / Security files with required data or any other additional reports to Security Controller – India / EGS HQ.
0. Ensure Implementation of the Security Quality Control Programme and carry out Audits/Tests / Inspections / Surveys / Sports checks as and when directed by Security Controller – India / EGS HQ. Represent Emirates Group Security in all security Quality Control activities when conducted by BCAS / any other external agencies at the station and provide reports to Security Controller – India. To carry out directions, instructions, training, and duties as and when required/advised by Security Controller – India & EGS HQ.
To Ensure:
1. Liaise and coordinate with ASM to resolve all Security Issues & matters. Provide feedback / corrective actions. (ex: Analyze all CASA complaints received at the station indicating the possibility of malafide activities)
2. Represent Emirates Group Security in all AVSEC Committees / Meetings (APSC / AOC (if required) / BTRC / BCAS/ Facilitation
– Customs & Immigration)
3. Assist all departments but not limited, to Fraud Prevention Unit / Investigations Unit / Group Security
– Law Enforcement request team/ Training Unit / Baggage Pilferage Investigations Team / Document Check Team – DXB by promptly updating with ALERTS/ INFORMATION CIRCULARS and current trends at the station.
4. To successfully complete all training mandatorily required by the local station/BCAS and by EGS-HQ.
5. Advice and forward all BCAS Circulars / AVSEC Orders / Minutes of the Meeting, Latest changes in security regimes at the station, and ensure to take prior approval from the Security Controller
– India & EGS HQ before implementing BCAS directions.
6. Follow instructions issued by Security Controller – India / EGS HQ as per company requirements.
Qualifications & Experience
Degree with a minimum of 5 years of aviation industry exposure of which a minimum of three years should have been at a supervisory level in aviation or operational security.
– Hold a valid Aviation Security Course (BCAS, BASIC AVSEC) certificate issued by the appropriate authority on security, in India.
Knowledge/ Skills:
– In-depth knowledge of all aspects of Emirate Security standards and policies, Annex 17 & Annex 9 of ICAO, IATA Security Manual & SMS, extra ordinary security procedures and measures in case of hijacks, accidents, and bomb threats. Knowledge of the functioning of various departments working airside as well as landside.
– Proven ability to work independently and strong written and spoken communication skills. Would be required to maintain close contacts with various departments, air carriers, aviation organizations/associations, and government functionaries considering the sensitive nature of the job.
Should be level-headed, maintain a flexible approach, and have rational thinking as recommendations provided in case of threat to aircraft could have grave consequences.
